Quantum Leap into a Humane Future: Reconnecting with

the Noosphere and entering the Noocene

I Anthropocene – Crisis as a Transition to the Noocene



The present, the basis of man's future, is classified as the Anthropocene of human development: Man dominates the geosphere and biosphere of planet earth to a large extent. At the same time, this type of spatio-temporal classification reveals the associated structural crisis or meta-crisis: A life of free will and consciousness of the individual self has been displaced by technical-material domination and nihilistic overexpansion of physical life sphere. This pure system immanence, which is also maximally ego-referenced, blocks the opening of people to a humane-creative future development and causes a crisis constellation of historically unique, and at the same time civilizational extent. The central cause: the disconnection of the emptying sphere of life from the noosphere as the (meta) level that creates mind, reason, and legitimacy. The question therefore arises all the more: Will the Anthropocene become a constructive and urgent door opener for further human evolution, the transition to the Noocene?



II The Noosphere – central Sphere of new Beginnings


The noosphere is defined and described as a sphere shaped by human mental performance, consciousness and reason. In this space of spiritual interaction, the world soul is reflected - individually as well as societally integrated. In this, especially after the mastery of the bio-/geosphere has decreased significantly and human development has been retarded, a new development step of mankind, the "hour of birth" of a new kind of life is founded: Through the spiritualization of the materialized world and out of the connection with the sphere of the spiritual and reason the biosphere becomes reshaped and changed evolutionarily: the Noocene - mastery of life out of metaphysics!



III Equilibration – „Zeitenwende“ instead of „Endzeit“


The development of humans in the Anthropocene thus reveals the associated structural crisis as a limitation of their further civilizational development, insofar as and since the bio-/geosphere is unilaterally ruled out of itself. This crisis-ridden turning point will become the end of time if it is not consistently understood as a „Zeitenwende“. Because only the co-creative, evolutionary free capacity of man will lead him into his self-determined future. This leadership requires deducing and justifying one's „nous/noos“ guided action energy from the noosphere: Human legitimacy and goal of sustainable, adequate interaction exclusively creates noospheric connectivity, especially first as a guideline of the process of change towards full and real governance of the biosphere.


The further development achievement of the human being lies in the complementary re-/ connection of the spheres and their mutually active entanglement: in the equilibration as a dynamic process of spiritualizing the material as well as in the materialization of the spirit, in order to bring spiritual things to life above all. This equilibrium, understood in this way, ensures a constantly balancing metamorphosis reasoning and forming life anew; the upcoming process of change is thus a solution to the crisis and development for the future at the same time.



IV Free Individual and Concordance


The being – the existence and its quality – is created and shaped from consciousness, the conditioned life form is determined by spirit. Transformation and facilitation of this development are the necessary basis of reason-led change processes from the individual self. Because only the individual - emancipating and transpersonalizing - is predestined to activate the "The Eternal Power of Self" (Kierkegaard) and to control the sphere of life innovatively and creatively from the reconnection with the noosphere and to specify it selectively. The reflective consciousness, individually generated, is a continuous carrier of creative meaning and will-formation also as societal development out of an initially noospherically re-/connected existence and intelligence.


In this way, from the inside out, from top to bottom, the individual human experiences himself as a co-creative part of cosmic intelligence and energy, at the same time as an autonomous, intelligible resonator of the creation process. Because the origin of the universe is not matter, but spirit (Bergson / de Chardin). In this fundamental synchronicity and congruence with the All-One, cosmic laws of thought and reason become the vertically derived driving force, captured in the reflection of human consciousness, to materialize spirit, to spiritualize life. This equilibration orders the conditions of existence from the metaphysical normativity of mind; the self as the center of man unfolds the corresponding, adequately resonant intelligence and aligning instance of universal laws and creative processes. In this way, the dynamizing equilibrium harmonizes opposites, transforms crises and conflicts and forces processes that create meaning, justice, and peace as centripetal potentials of progressively higher human development: in cosmic-legal congruence and in individual as societal concordance.



V Transpersonal Aristocracy: Excellence through Principal Leadership


The introduction and stipulation of a vertically guided/aligned equilibrium offers methods of clarifying knowledge, the structural reasons and approaches to solving the crisis as a necessary phase of the transition to the renewal of civilizational life ruling and its future-oriented design. At the beginning of the transition, the individually generated implementation of the method and orientation of the equilibration will still depend heavily on robust, principally leadership elites who act proactively and inspirationally to evoke, coordinate, and facilitate the necessary change / transition processes.


Depending on the individual ability to be free out of the self, synergetic and adequate capacities will be available harmoniously to synergize societal developments in a coordinated and integrative manner. Art and culture, as well as intelligent state leadership shaped by this, assume central functions in order to correlate societal challenges with the civilizational necessities and dynamically to develop them further. The meaning and legitimacy of the foundation of freedom and order are derived from the noosphere and consolidated as implemented in dialogical processes of equilibration. The dematerialized, creative decision-making and interaction processes based on critical reflection and reason are concentrated on the expansion of respective qualitative spaces of freedom and inter-/ societal syndication processes in accordance with transpersonal excellence.


This also applies in particular to the necessary determinants of adequately qualified leadership elites to manage and solve the transition as an opening and consolidation of the transformation. In doing so, monarchical principles of leadership must also be taken into account in particular – analogous to the conductor of an orchestra – admittedly not restorative and beyond historical degeneration from feudalism and “by the grace of God”, on the contrary: the crisis-solving and sustainable renewal of the civilizational sphere of life, deduced noospherically, is based on the historicity of political awareness and the corresponding cognitive processes, but pursues humane ways and goals of societal development with the highest priority. Not material-physical conditions and/or religious projections, but immaterial-metaphysical determinants inspire and secure human evolution. Consequently, the high potential of a spirit- and reason-led, transpersonal aristocracy (i. e. the rule of the best) must be set in order to continuously guarantee the necessary responsibility and quality assurance of social representation and human-centered governance (coordination and moderation services in decision-making, facilitation of decision-making processes).


Understood in this way, the current development of the crisis will lead to its mastery and will expose the Archimedean point of a kind of Copernican turn: the humanity of individual consciousness and civility of leading societal cultures characterize the interpersonal and intersocietal interaction and processual entanglement. Analogously to a control circuit, the processes of equilibrium ennoble clarification, solution and qualitative growth in human development. Based on the awareness and self-honesty of the individual as well as appropriate transparency of (inter-) systemic functions, the Anthropocene is understood and used as a door opener for a human civilizational foundation for a humane future. Leadership based on spirit and reason replaces outdated and completely overwhelmed personalized representative systems of societal governance. The current Anthropocene developments reveal the risks of historical continuity, at the same time the potentials of creative humane progress and the power of excellent development. The crisis in transition is a necessary consequence, at the same time a prerequisite for an individual and systemic metamorphosis with the concrete goal of a noumenal world order as a priority step in a finally beginning, sustainable present of a human civilization, the Noocene: Mastery of life out of spirit!

CRISIS - TRANSITION - NEW ORDER

 

Conceptional Reflexion



I


After a long development, in the last fifty years mankind has reached a state in which it has essentially taken over the factual control over its home planet, the earth: The quantity and quality of human action and interaction are central causes of planetary life and survival. Man - never "lord of creation", now its most responsible part - became founder of his "own" age, the Anthropocene.


Human images and cultures were formed, the wheel and the printing press etc. were invented, ideas and religions, visions and utopias were created, often universally projected and just as often rejected. Man has born and destroyed, learned and unlearned, created and forfeited; he is the founder, bearer and potential destroyer of civilization, but in any case the leading shaper of his own and societal worlds, limited only by the immanence of freedom.


With entring into the Anthropocene presence – at the same time the “source code” of a future – mankind has left the late pubescent pilot phase of its existence and consciousness. So now it is up to man’s Self to ensure a future of creation and civilization on this planet with comprehensive responsibility. At the same time, this is the hour of birth of the finally comprehensively co-creative human being: It’s future existence is irrevocably directly and unprotectedly dependent on the human being’s Self and his civility development to realize and to accept the responsibility for the space and time of creation as such of free will.



II


And now having entered the “golden age” of free will and unhindered factual power – partly still limited by the alleged loss of paradise – mankind wakes up in regress and a fundamental crisis. The old world, especially being ruled by having, is increasingly vaporizing, and attempts to preserve mostly end in violence, usurpation and hysteria of loss. Fears of existence absorb crises-turning freedom potentials, a "last generation" is proclaimed, the fallibility of man is seemingly „solved“ in transhumanistic doctrines of salvation to prevent the projected Armageddon. Even a martial rhetoric of so-called "Zeitenwende" cannot create any saving horizons - especially since it is justified with higher military budgets only.


It is nonetheless true: We have entered a „Wendezeit“, a time of decision! And this decision is to be made out of "will and imagination" about the human future. Because the present decline is only the final phase of previous development, characterized by a one-sided concentration on the outside, the materiality of human existence, dominated by egomaniacal projections in the economization and mechanization of life and the exclusive establishment in the "substructure" („Unterbau“) of human potential.


Despite the greatest achievements, especially in the last 200 years, people will probably only find their way out of this dead end of purely existential coping if they succeed in identifying the fundamental transformation potential of the crisis and initiating change processes. The central challenge will lie in the decision to “unlock” the humane once and for all. This achievement describes the development of a holistic equilibrium, in short: "To spiritualize life, to live spirit!" (according to Marc Jongen). Spirit without life remains theory and abstraction, but life without spirit freezes in nihilism and impoverishment. And precisely the latter describes the principle background dimension of today's crisis scenarios as a consequence of prolonged self-contempt and accepted immaturity. - Therefore, the decision for the universal capacity of the human being himself is now pending, in an equilibrium understood in this way, to unfold the endless creative power from the human for his future.



III


If a person decides in favor of a sustainable equilibrium, this can only happen without fear, prejudice and attachment, all the more in acceptance of the crisis as a result of self-incapacitation. Above all, in inner peace and contemplation, people become aware that the future is the least a linear extrapolation, especially facing the presence. The “breathing in” person realizes and understands his alienation through the diffusion of having and the purely external, he opens himself inwards, thus to the transition.


Transition here describes the hybridity of what is to be done in the future - still living in the a posteriori and yet recognizing the a priori - to dimensionally expand and supplement the phenomenality of being through the noumenality of consciousness, i.e. to start building the equilibrium - put differently: to control the conditioning of being consistently from the determination of consciousness. This process begins individually and increases in the systemic, in the societal.


No longer the empirical "objectivity" of highly subjective-egocentric existentiality, but the timeless, individual achievement of spiritually deducted objectification leads to the external societal correlation. No longer the normativity of the outside world through egomaniacal projection surfaces of theological-ideological attempts at salvation, but rather the normativity of individually intellectually deduced reason is the determining basis of societally correlating persuasion processes and coordinating implementation (governing).


So the equilibrium to be created is not too far away when people understand laboratory tests and pilot phases of great achievements as the basis of the innovative-creative change: We have life, but only spirit / mind creates the meaning of life. Then the „Wendezeit“ can become a „Zeitenwende“, i.e. to recognize, to accept the humane responsibility for the anthropocene age, to shape it proactively and to form a humane future from the determinants of mind.



IV


When the human being has decided to start his metamorphosis and to neutralize prejudices, attachments, fears, the transition to the universal capacities of humane processes of future development opens: By and for thinking and feeling people, as a loving and authentic person from the "cogito ergo sum". The future will then no longer be a reward, but the result, the free consequence of the primacy of real human dignity, the supremacy of humane and humanistic reorganization.


Greco-Roman antiquity – above all as a great Greco-Buddhist reception – and the Renaissance as well as the Enlightenment will offer a timeless, cognition-leading sense of meaning, to reorder the consciousness and being of future-oriented humans. It is now up to the human being to develop the required excellence in time and thus to ensure the continuum of equilibrium. This human achievement and capacity – especially humane civility – is the necessary foundation and basis also to guarantee his survival and adequate life.


In the Anthropocene, man can thus rise to become the actual co-creator: the continuum of the human equilibrium - to live spirit, to spiritualize life - is the analogy to the cosmic (law) constant. Therefore, the transition of human development means progressing from the horizontal to the vertical priority of its design and life processes: the vertically guided equilibrium as a paradigmatic will-reasoning axis of horizontal diversity of life and free variation, at the same time creating the necessary noumenality and guaranteeing human civilization ("vertical equilibration").



V


The source code of vertical pillaring this kind of equilibrium lies in the inner guidance of man's self. And from this arises the necessary determination as the basis of necessity and future-creating legitimacy. The determining vertical of cosmic and rational thought laws creates the regulating and resolving normativity of the order in the external conditioning of being and having. The inner world, the consciousness, draws knowledge from the (individual) absolute, the outer world correlates and coordinates the implementation in the space of free will. And where the axis of transcendence intersects with reality, this crosspoint, this center describes the perception and development of aesthetics and culture; here the sublimity and essential elevation of individual self-perception as well as societal narratives are conceived and generated, at the same time existentially connected.


In particular, future governing can also succeed in a non-violent manner if people allow themselves time and space for transition development, to consistently liberate themselves from within and to emancipate themselves from the primacy of the outside world. The resulting reordering of the societal world will not only continuously secure the future of human civilization, but also lead the humane - in accordance with its original dignity - into the pending, decisive development.


It is not the traditional individual of egocentricity and personal power interests that is the bearer of this power (of the spirit), but all the more the individual who has chosen himself. Only the Self - from the power of the only absolute - creates autonomy, sovereignty and principal legitimacy. The Self directs qualities and pressing traits and interests of the ego towards balancing reason from the supremacy of the spirit. This power constituted in this way - based on the highest humane self-determination and empowerment - no longer even requires quantitative majorities and quotas. The authority of the spirit / mind, i.e. the will deducted from it and being adequately communicated, negotiates transparently and convinces in a way that creates meaning and truth. The existential guarantee of a humane future is based on the generation of reasonable approximation of truth. Consequently the inner guidance facilitates, processes, incorporates the rule of the best, in order to adequately synchronize the space of free will with the universal and human laws of creation and continuously to develop it further. The humanoid person becomes a human being, his self a co-creative “generator” and innovator of the civility of his equilibral societal worlds.


The equilibrium contains the potential of the synthesis of noumenon and phenomenon, of transcendence and immanence, of metaphysics and physics and thus the premises for successfully mastering crises, transition and future processes. The supremacy of the mind for the intelligent application of reason-guided thought laws grants the (too) long underestimated power of the mind as a universal normative source for the process of finding truth and rightness. The bearer of this development is the independent, self-determined, de-personalizing individual. This constitutes fundamental, Self based civility, leadership and legitimacy of systemic reordering, a new order of sustainable, humane, societal worlds.

PRECARIOUS GOVERNING IN INTERNATIONAL RELATIONS

Actual Foreign Policies as Driving Force of Civilizational Paralysis

1. Regional and international governing can commonly be estimated to what is known as kakistocracy (rule by the worst). Egocentric and insubstantial personalities "govern" at best without, but mostly in opposite to civilizational responsibility in the sense of aristocratic governing (rule by the best).


2. The governing from the "substructure" („Unterbau“) uses pseudo-legitimizing religious and/or ideological forms from the "superstructure" („Überbau“) to usually camouflage fascistoid, imperialistic dominance as messianistic "world saving" and to make belief the subsequent "world salvation“. Despite all the negative historical experience: unprofessional rulers take refuge in unregulated, purely projected large-scale systems (globalization) with simultaneous overstretching of subordinated subsystems and/or single political fields as well as excessive military rearmament.


3. International law gives way to the supposed law of the strongest or its projection. Diplomacy and international discourse are not even independently facilitated or enforced by the UN. The UN members' inability to reform proves that political power without law describes the end of anthropocene responsibility for the civilization in one of its highest levels of development.


4. The international legal and regulatory systems based on freedom, voluntariness, and conviction are misunderstood when they are used to justify and legitimize economic and military expansive interests and are thus turned into the opposite. This aberration – perhaps originally well-meaning idealistic – especially in the West has caused one of the greatest and most far-reaching security risks in the international system. As a result, self-overestimating and overstretching sanction regimes are an expression of traditional ignorance of foreign cultures and their systems of order and their different stages of development.


5. Governing thus reaches the final stage of precarity above all when war is no longer the (ultimate) consequence of politics, but its alternative. The connectedness of people in the Anthropocene makes diplomacy to be the ultima ratio: because foreign policies are first and foremost to be understood as a responsibility for life and to be mastered out of excellence.


6. Current foreign policies are mostly also the reflection of respective domestic policies: The paralysis of international rule of law with a “solution” through war begins in domestic politics precisely when social discourse is systematically thwarted, i. a. through the absence of transparency and truth-finding processes, of enlightenment and verification. Here, too, Western governing has – at least since 2001 – increasingly clearly failed, even despite the greatest achievements in international / European legal / cultures: Strategic potentials, insofar as they still exist, are mostly exclusively geared towards the generation of aggressively manipulative fear and threat narratives.


7. The recent estimation that the international system is "in a revolutionary situation", possibly based on a so-called "system rivalry", is just as absurd as the megalomaniac drafts of a so-called "global reset". These horizons of a fata morgana prove the deep-seated precariousness of governing and the helplessness of the rulers to legitimize truthful and intelligent power. This kind of significant systemic, global political failure of civilization might open up the chance of understanding still in time: At the end of 2022, the international system is more anarchic than ever, not even the correlations between causes and effects can be clearly and truly identified. The construction of a so-called „New World Order“ has failed and the world was never been further from it than now; of course, this was foreseeable, since a world order based on the “substructure” as just a power surrogate must fail.


Will there be a reversal? Finally it can be realized: civilizational foreign policies need to be assigned and classified according to Kant's 'categorical imperative' - analogous to the represented / governed individual and his normative development.



A way out? What to do?


I. Halt, détente, inversion, reflection, transformation: Stop any kind of supremacy, instead regional and global cooperation towards regional and universal normativity within the framework of discourse and agreement - without double standards, with a clear and authentic definition of identity and interest as well as multilateral, pluralistic vision formation of an anthropocenic responsibility and human connectedness,


II. Tightening of the international legal order and innovative international regime formation (or adjustment) for efficient conflict resolution, transparent and transformative shaping of the future as well as preventive mechanisms of global distributive justice,


III. In transition, introduction of good governing - in accordance to civilization - as a professional, aristocratic service based on consistent transpersonality and open human leadership on the basis of appropriate respect for individual self-governance to overcome the principal-agent dilemma, with a dedicated renunciation of any kind of religious / ideological messianism and technical-transhumanistic projections,


IV. Development of 'eternal peace' primarily from the potential of creative facility of judgment and reason, even also not "by the grace of God", but from the universal legal and humane step formation towards the divine sphere, i.e. from the human noosphere for the geo- and biosphere, from the "superstructure" for the "substructure" and the existential sustainability of the anthropocentric planet,


V. "Eternal peace" is unconditionally to be understood as an imperative based on the inner peace of the free, individually determined human being and to be designed in inter-/societal discourse and to be maintained through integer governing. In doing so, the infinite mind and soul potentials according to the dignity and reason of the human being must finally be fully and consistently trusted in order to generate a spiritual, a universal-transpersonal world order directing the real-factual one being derived from it: through the inversion of the emanation, based on the human noosphere to develop a humane-adequate normativity for the formation of a 'Noumenal World Order' * ...

PREKÄRES  REGIEREN  BEENDEN


EINSETZUNG EINER EXPERTENREGIERUNG ZUR KRISENBEWÄLTIGUNG

UND SUBSTANZRETTUNG DER FDGO



In Phasen wirtschaftlicher und gesellschaftlicher Krisenentwicklungen sind insbesondere die Regierenden selbst - Bundespräsident, Bundestag, Bundesregierung - aufgefordert, rechtzeitig auch systemische Maßnahmen zur Bewältigung und Gewährleistung 'guten Regierens' zu prüfen, so vor allem und zuerst die Einsetzung einer sog. Expertenregierung bzw. eines Expertenkabinetts.

Dies ist spätestens dann erforderlich, wenn die externen Krisen - Energie, Währung, Internationale Konflikte / Kriege, Gesundheit etc. - durch personalen Kompetenz- und Kontrollverlust wesentlich erzeugt / verstärkt statt bewältigt werden. Deutschland hat keine (arithmetische) Regierungskrise, sondern eine 'Krise des Regierens'. Gleiches gilt ebenso für die EU, umso mehr steht Deutschland als Rückgrat europäischer Zukunft im Mittelpunkt der Konsequenzen fortgesetzt prekären Regierens.

In der Konsequenz dessen geht es dabei vor allem um eine existentielle, strukturelle wie systemische Krisenwahrnehmung in den Bereichen ...


parteien-oligarchische Dehnung staatlicher Macht und Ideologisierung politischen Handelns, Absenz von dringend notwendiger Krisenresilienz und notwendender Verantwortungsfähigkeit,

fehlende pro-aktive, ausgleichende Konfliktsteuerung / deeskalierende Diplomatie in intl Konflikten (speziell betreff Ukraine),

damit zusammenhängend: defizitäre Gestaltung und Steuerung internationaler Interdependenz (auch EU intern) auf Basis angemessener Selbstbestimmung und Interessenpositionierung,

unwirksame Krisen-Konzertierung und Koordinierung aufgrund fehlender institutioneller Vertiefung (EU),

Ineffizienz in der Krisenreaktion sowie insbesondere defizitäre Steuerung resilienter Transitionsprozesse als Teil zukunftsfähiger, kreativ-transformativer Krisenbeherrschung,

Intransparenz in Information und Kommunikation von Politikprozessen, in der Folge stark geschwächtes Vertrauen in Regierung / Regierungshandeln im Sinne professioneller Führung und Krisenregulierung,

Überschätzung staatlicher Regelungskompetenz und weitgehende Entkopplung klassischer wie erfolgreicher Dialogfunktionen zwischen Politik, Gesellschaft, Wirtschaft, Wissenschaft ... ,

marginalisierte Gewaltenteilung und zunehmende Gefährdung der klassischen freiheitlich-demokatischen Grundordnung und Rechtsstaatlichkeit ...


Die Krise des Regierens ist also vor der externen Krisenbewältigung zu lösen: Parteipolitische, selbst ideologische Meinungs- und Willensbildung zumal auf Basis (nur quantitativer!) demokratischer Legitimation als Beherrschungsgrund machtpolitischer Verantwortung ist immer und unabdingbar direkt an personale, soziale und professionelle Kompetenz gekoppelt. Selbst anteiliger Verzicht darauf wird effizienter und wirkungsvoller Machtverortung guten Regierens nicht gerecht insbesondere dann, wenn die Reserven nachlaufender Kompetenzdynamiken aufgebraucht sind. 

Der schon lange zu beobachtende prekäre Zustand vor allem im Bereich der geistigen Führung politischen Handelns als proaktiver Gestaltungsmacht ist die zentrale und entscheidende Ursache, der "Genotyp" struktureller Krisenentwicklung, der auch die jüngeren Krisenerscheinungen bedingt und/oder ihren "Phänotyp" jedenfalls als Camouflage nutzt.

Wenn dabei jedenfalls auch nur hinnehmender Vorsatz nicht zu unterstellen ist und also strukturelle Inkompetenz politischer Führung eine zentrale Krisenursache beschreibt, dann liegt der wohl einzig verbleibende Ausweg rechtsstaatlicher Verfahrenslösung in der Einsetzung einer hoch-kompetenten, ideologiefreien Expertenregierung zur


rationalen, neutralen Krisenbewältigung und proaktiven Führung in offensiv angelegte, effiziente Zukunftsgestaltung,

dialogischen Re-Integration gesellschaftlicher Willensbildungs- und Lösungsprozesse,

Wiederherstellung transparenter Interaktions- und Dialogprozesse zwischen Regierten und Regierenden,

Deeskalation extremistischer Krisenverschärfung und Stärkung gesellschaftlicher Mitte, u. a. auch durch

präzise(n) Steuerung und Transition der Post-Krisen-Modalität des Regierens gemäß fdGO ...


Im Wege des sog. 'Konstruktiven Misstrauensvotums' und auf Basis mehrheitlicher interfraktioneller Einigung ist ein/e neue/r - eben auch perteilose/r - Bundeskanzler/in mit Maßgabe der Bestellung eines Expertenkabinetts zu berufen (nicht zu verwechseln mit einem Beamtenkabinett oder einer geduldeten Minderheitsregierung). Die Initiative dazu liegt wohl bei einer (führenden) Oppositionspartei, sollte die amtierende Bundesregierung nicht geschlossen zurücktreten. Auch mögliche Neuwahlen schaffen keine Abhilfe, da die Personaltableaus der im Bundestag vertretenen Parteien aufgrund ihrer langjährigen Modalitäten der Personalentwicklung eine der wesentlichen Ursachen der heutigen Krisenentwicklung politischer Führung ist (siehe oben).

Je nach aktueller Lageeinschätzung ist die befristete Einsetzung einer Expertenregierung dennoch nicht als ultima ratio einzuordnen, zugleich eine vergleichsweise zuverlässige Gewährleistung freiheitlich-demokratischer Krisenbewältigung und Transition. Die dafür abzuwägenden Vor- und Nachteile sind im wesentlichen wie folgt zu beschreiben:


Vorteile :

Entkopplung von Willensbildung und Politikumsetzung, also Entflechtung üblicher Verschmelzung von (mehrheitlicher) Legislative und Exekutive entgegen grundgesetzlicher Gewaltenteilung / fdGO,

Realistische Entwicklungschancen ideologiefreien, rein professionellen "guten Regierens" / good governance unabhängig von parteipolitischen Bindungen / Rücksichten / Prozessen durch Einsatz von Experten mit Sach-, Führungs- und Sozialkompetenz, Öffnung hin zu vernunftgeleiteten und klugen Entscheidungsprozessen,

Effiziente Rückverlagerung demokratischer Meinungs- und Willensbildung in die exklusive Zuständigkeit des Souveräns, das Parlament: Willensbildung als demokratischer, inter-fraktioneller Abstimmungsprozess,

Einbindung gesellschaftlich integrierter, unabhängiger Professionalität in die Regierungsverantwortung, Befreiung der politischen Parteien von Handlungs-, Fraktions- und Koalitionszwängen,

Erneuerung der Verbindung zwischen Bürger und Staat, Regierten und Regierenden durch Generierung von Vertrauen und Transparenz, durch kompetente politische Aktion und Krisenlösung, also ideologie-neutral und ohne Korrumpierung durch sachfremde Rücksichten, "Entspannung" im Bereich der politischen Mitte, damit einhergehende Marginalisierung extremistischer Politikentwicklung,

Erneuerung der politischen Parteien durch die Entkopplung von Willensbildung und (auch medial vermittelten) Machtprozessen hin zur nachweislichen Regelungskompetenz mit Urteilskraft und pro-aktiver Gestaltungsfähigkeit,

Grundsätzlich: Krisenbewältigung ist auch Katalyse / Fazilitierung von Änderungs- und Transitionsprozessen als Wechsel von Kakistokratie (Herrschaft der Schlechtesten) hin zur Aristokratie (Herrschaft der Besten) im Sinne freier, demokratischer Potential- und Zukunftssicherung ...


Nachteile :

Expertenregierungen werden gemäß historischen Erfahrungen nicht auf Dauer und idR etwa bis zum Ende einer Legislaturperiode eingesetzt, d. h. Regierungshandeln zielt trotz mittel-/ langfristiger Folgenabschätzung nicht auf weit angelegte Politikhorizonte, sondern auf krisenbezogene Handlungs- und Regelungskompetenz,

Expertenregierungen scheitern im Falle fehlender transparenter wie stringenter Interaktion mit dem Parlament, dasselbe gilt für den Dialog zwischen Regierenden und Regierten: Professionelles Politikmanagement wird nur erfolgreich sein, wenn sich die führenden Funktionsträger als Dienstleister der anvertrauten Menschen und Gesellschaft begreifen und sich dabei auf die unbegrenzte Loyalität der Administration stützen können,

im Falle rechtlich bindender internationaler / EU-bezogener "Ver-/Handlungszwänge" bedarf es zuerst der Zustimmung des Parlaments, was Abstimmungsprozesse jenseits nationaler Ebenen verzögern kann,

das Regierungshandeln kann ggf. als "unpolitisch" wahrgenommen werden, was durch die Rückgewinnung von Vertrauen in Regieren und die Regierung ausgeglichen und insbesondere im Krisenmodus als wichtiger Mehrwert transitionsfördernd ist ...


Persönliche Einschätzung

Wenn der Zustand des Regierens ein "besser-nicht-regieren als so-zu-regieren" erreicht hat, zugleich dringende Planungs- und Umsetzungskompetenz als Teil von Krisenbeherrschung vonnöten ist, dann ist der Einsatz eines Expertenkabinetts unausweichlich. Damit ist ein Appell an den gesamten Souverän bzw. die im Bundestag vertretenen Parteien formuliert, der amtierenden Regierung gegenüber keine alleinige Vorwerfbarkeit formuliert, da sie eine bereits stark Krisen geneigte, schwierige Bilanz von der Vorgängerregierung übernommen hat. Dies belegt im übrigen umso mehr die konkrete Gefahr weiterer Verfestigung einer gesamtdeutschen Parteienoligarchie nach dem Muster ostdeutscher Nackriegssystemik - jedenfalls die Parteien des demokratischen Spektrums betreffend, die sich in ihrer finalen Entleerung über wechselnde Koalitionen ins prekäre Regieren flüchten ...

Es geht aber auch darum, noch rechtzeitig zu begreifen: Strukturelle Krisen können rein aus eingefahrenen Personal- und Systemebenen nicht gelöst werden. Hier kommt es auf die "therapeutischen" Kapazitäten neutraler, von Ideologie und Macht unabhängiger Expertise und Professionalität an, um zuverlässig tragende, kluge Lösungen eben unabhängig von bestehender, scheiternder Systemimmanenz herbeizuführen. Zusätzlich liegt darin die überfällige Gelegenheit, eine innovative Massstäblichkeit 'guten Regierens' unter Einschluß voller personaler Verantwortungsfähigkeit zu entwickeln und zu etablieren.

Im übrigen ist der Verfasser nach wie vor davon überzeugt, dass aus dem personalen Fundus von Gesellschaft und Wirtschaft, Kultur und Wissenschaft eine Exzellenz verpflichtete Expertenrekrutierung zu gewährleisten ist. Freilich ist zu wünschen, dass diese Persönlichkeiten erfolgreich motiviert werden können, sich auch einer konkreten Gemeinwohlverpflichtung zu stellen, nachdem sie seit längerem die Entwicklung zur heutigen Krisenlage abgesehen und entsprechend davor gewarnt haben.

Schliesslich ist eine transparente, klare "Übernahmebilanz" vorzulegen: Expertenregierungen und ihre Krisenbeherrschung haben nicht die Zusatzfunktion einer "false-flag", das strukturelle Politikversagen der bis dato Regierenden zu camouflieren, indem lediglich ein weitgehend "entleerter" Staat der Gesellschaft "rückübereignet" wird. Dabei geht es freilich weniger um "Haftungsfragen", umso mehr aber um die Sicherung der Lern- und Transformationspotentiale als substantielles Re-engineering gemäß freiheitlich-demokratischer Grundordnung.

An “Unphilosophical Spirit”: Root Causes of American Intellectual Decline

For the most part, Americans loath mind-challenging excursions into philosophy. At times, certain other forms of intellectual activity are judged more-or-less tolerable, but only to the extent that they are conducted in pursuit of practical academic certifications or job-related advancements. To be sure, many Americans do remain conspicuously proud of their specific educational accomplishments and associations, but only rarely because of any connections to genuine learning.

               In general, these university-based relationships are valued for presumed personal status and income enhancements.[1]

               Still, in the final analysis, core origins of America’s intellectual decline are best explained by philosophy. Reasoning as an educated European in the late 20th century, German philosopher Karl Jaspers observes succinctly in Reason and Anti-Reason in our Time (1971): “The enemy is the unphilosophical spirit which knows nothing and wants to know nothing of truth.” Though there is nothing tangible about such a spirit – and while the philosopher’s subtle indictment would soar indecipherably over the heads of most Americans – this demeaning spirit has palpable consequences.

               Inter alia, it is anything but benign.

               We should begin at the beginning. What does it really mean for a nation to be “anti-intellectual”? On its face, intellect is “elitist.” Always. At a minimum, intellect seems impractical, contrived, “highfalutin.” Typically, in the United States, from its very beginnings, the most casual mention of “intellect” or “intellectual” has been met with opprobrium. In essence, such mention has elicited precious little in the way of curiosity. Instead, it has brought forth variously acrimonious cries of disapproval, an openly belligerent rancor and abundantly witless howls of execration.

               So what (if anything) has changed?[2] Credo quia absurdum, exclaimed the ancient philosopher Tertullian, “I believe because it is absurd.”

                Significantly, with few discernible exceptions, the United States celebrates pragmatic accomplishments and “common sense.” Don’t bother with abstract or speculative learning, we are instructed early on, especially when any dedicated citizen excursions into literature, philosophy, art and poetry “don’t pay?” This command becomes still more worrisome when the broadest meanings of Jaspers’ “enemy” is uncovered and understood. Far worse than “merely” knowing nothing of truth, the philosopher already understood, is “wanting to know nothing of truth.”

               This distinction is more than a matter of degree. It is vastly meaningful per se.

               There are assorted pertinent details. Truth is exculpatory, always, and a proper answer ought always to be prompt, unhesitant and unambiguous. Accordingly, there are times for every nation when history, science and intellect will deserve an absolute pride of place. Recalling Plato’s parable of the cave in The Republic,[3] our American politics and Realpolitik-driven[4] foreign policies are just “reflection.” Inevitably, they are mere “shadows” of reality, epiphenomenal and misleading.[5]

               In the United States, politics still offers only a deformed reflection of what lies below. This American  politics also reveals a problematic vacancy of “soul.”[6] Sometimes, such wearying vacancies warrant even closer analytic attention than usual. Today, especially after Trump-led efforts at seditious conspiracy and cultivated criminality, we are in one of those dissembling times.

                Donald J. Trump is gone from the White House,[7] but there are compelling reasons to fear his return (directly, or by obeisant surrogates) in 2024. The crudely retrograde and simplifying sentiments that first brought him to presidential power still endure unabated. Now, still lacking the refined intellectual commitments of mind necessary for dignified democratic governance, We the people ought not to display incredulity at the unprecedented breadth or depth of our political failures.

               And the next time could be much worse.

Too-many American debilities remain rooted in a presumptive “common sense.” Over the years, it remains difficult too contest, American well-being and political freedom have sprung from variously orchestrated postures of engineered consumption. But in this steeply confusing derivation, our national marching instructions have stayed clear and demeaning:  “You are what you buy.” It follows from such planned misdirection that the country’s ever-growing political scandals and failures represent the predictable product of a society where anti-intellectual and unheroic lives are routinely encouraged. Even more insidious, American success is measured not by any rational criteria of mind,  compassion or “soul,” but dolefully, mechanically, without commendable purpose and without any “collective will.”[8]

There is more, much more. What most energetically animates American politics today is not any valid interest in progress or survival, but steadily-escalating fears of personal insignificance. Though most apparent at the presidential level, such insignificance can be experienced collectively, by an entire nation. Either way, its precise locus of origin concerns certain deeply-felt human anxieties about not being valued, about not “belonging,”[9] about not being “wanted at all.”[10]

                For any long-term intellectual renaissance to become viable, an unblemished candor must first be encouraged. Ground down by the demeaning babble of half-educated pundits and jabbering politicos, We the people are rarely motivated by any elements of real insight or recognizable courage. We are just now learning to understand how badly our Constitution was recently battered by dissembling voices of anti-reason, of assaults by a law-violating head of state who “loved the poorly educated,”[11]  proudly read nothing (nothing at all) and who yearned not to serve his country,[12] but only to receive plaudits (and monetary “donations”) from its self-deceiving citizens.

               Truth is exculpatory. Donald J. Trump abhorred any challenging considerations of law, intellect or independent thought. For the United States, it became a lethal and unforgivable combination.

               At the chaotic end of his incoherent tenure, the former president’s personal defeat was paralleled by near-defeat of the entire nation. Lest anyone forget, the catastrophic events at the Capitol on January 6, 2021 were designed to undermine or overthrow the rule of Constitutional order in the United States. The once-unimaginable plan failed not because it lacked criminal intent (mens rea), but because its backers lacked all relevant intellectual and historical understandings. If there hadn’t been such an evident lack, leaders of the American insurrection would have readily understood that an SA-style (Sturmabteilung) para-military force would need augmentation by a more seemingly “respectable” infrastructure of field commanders and organizational bureaucrats.

               There is more. To understand the Trump presidency’s self-induced declensions, we must learn to look beyond “reflections,” beyond transient personalities and beyond the daily news. Even now, in these United States, a willing-to-think individual is little more than a quaint artifact of some previously imagined narrative. Even now, more refractory than ever to courage, intellect and learning, much of our American “mass” displays no decipherable intentions of  taking itself seriously.[13]

               Quite the contrary.

               “Headpieces filled with straw…” is the way poet T S Eliot would have characterized present-day American citizens. He would have observed, further, an embittered American “herd” marching insistently backward, cheerlessly, wittingly senseless, in pitiful lockstep toward still impending collective declensions.

                What’s next for America’s increasingly-imperiled Republic? For the moment, whatever our specific political leanings or party loyalties, We the people have at least restored a basic normalcy to the White House.[14] At the same time, our self-battering country still imposes upon its exhausted people the hideously breathless rhythms of a vast and uncaring machine.Once again, we witness, each and every day, an endless line of trains, planes and automobiles transporting weary Americans to yet another robotic workday, a day too-often bereft of any pleasure or reward, and a day filled with yet another inexplicable inventory of mass shootings.  

               Let us be candid.  Even for those who can “work from home,” the cumulative outlook for happiness is dreary at best.

               “I think therefore I am,” announced Descartesbut what exactly do Americans “think?” Answers should come quickly to mind. But even now, We the people lack any unifying sources of national cohesion except for celebrity sex scandals, local sports team loyalties, inane conspiracy theories and the hideously murderous brotherhoods of gratuitous violence.

               As for the more than seven million people stacked cheek to jowl in our medieval prisons, two-thirds of those released will likely return to lives of crime and mayhem. Simultaneously, the most senior and recognizable white collar criminals – in part, those Trump-era sycophants who managed to transform their humiliating personal cowardice into a religion – can look forward to lucrative book contracts and to far-reaching immunity from criminal prosecutions. Ironically, these contract agreements, prima facie, are for manuscripts that they themselves are intellectually unfit to write.

                We the people inhabit the one society that could have been different. Once upon a time we displayed discernible potential to nurture individuals to become more than a “mass,”  “herd” or “crowd.”[15] Then, Ralph Waldo Emerson described the United States as a nation animated by industry and “self-reliance,” not moral paralysis, fear and bitter trembling.  Philosopher Friedrich Nietzsche would have urged Americans to “learn to live upon mountains” (that is, to becomewillfully thinking individuals)[16], but today a declining nation remains grudgingly content with the tiniest of metaphoric “elevations.”

               In Zarathustra, Nietzsche warns decent civilizations never to seek the “higher man”[17] at the “marketplace,” but that is where a “practical” America discovered Donald J. Trump. What went so badly wrong? Though basically a manipulative confidence man, Trump was seemingly very rich. How then could he possibly not have been both smart and virtuous? Perhaps the best answer lies in Reb Tevye’s clarifying remark in Fiddler on the Roof, “If you’re rich they think you really know.”

                Previously, many could not understand Vladimir Lenin’s concept of a “useful idiot” or the improbable corollary that an American president could become the witting marionette of his Russian counterpart. Still, truth is exculpatory. The squalid derelictions that Americans were forced to witness at the end of the Trump presidency resembled nothing less than The Manchurian Candidate on steroids. These sordid derelictions could arise again.

               “Credo quia absurdum,” said the ancient philosopher Tertullian. “I believe because it is absurd.”

               The true enemy faced by the United States is not any one individual person or ideology; neither is it any one political party or another. It is We the People. As we may learn further from Nietzsche’s Zarathustra: “The worst enemy you can encounter will always be you, yourself; you will lie in wait for yourself in caves and woods.” So we remain, even today, poised fixedly against ourselves, against our own literal survival, badgered by conspiracy theories and battered by the former US president’s inane policy forfeitures.

                Again, there are relevant specifics. North Korea presents much more of a nuclear threat today than before Trump’s proudly declared “romance” with Kim Jung Un.[18] This potentially existential threat (especially if it should become synergistic when joined with coinciding dangers from Russia and China) was not in  any fashion diminished because Kim and Trump “fell in love” at their Singapore summit. To deal with growing nuclear threats across the world,[19] national leaders will finally need to conceptualize their task as one of “mind over mind,” not just “mind over matter.” Donald Trump’s frequent assertions notwithstanding, world politics is never just about “attitude.”

               Never.

               There is a conceptual “bottom line” here. In spite of our commonly clichéd claim to “rugged individualism,” we Americans are generally shaped not by any exceptional personal or national capacities, but by abysmally rote patterns of imitation and conformance. Busily amusing ourselves into oblivion with illiterate and cheapening entertainments, our endangered American society audibly bristles with childish jingles, chronic hucksterism, crass allusions and potentially fatal equivocations. Surely, we ought finally to inquire: “Isn’t there more to this unhappy country[20] than abjured learning, stomach-turning violence and endlessly manipulated commerce?”

                “I celebrate myself, and sing myself,” observed  Transcendentalist poet Walt Whitman, but now, generally, the self-deluding American Selfis created by stupefying kinds of “education,”[21]  by far-reaching patterns of tastelessness and a pervasive national culture of rancor and self-defilement.

                There are other special difficulties. Only a rare “few” can ever redeem courage and intellect in America,[22] but these quiet souls remain determinably well hidden, often even from themselves. One can never discover these souls engaged in frenetic and agitated self-advertisement on television or online. Our necessary redemption as a people and aa a nation can never be generated from among the massherd or crowd. There is a correct way to fix our fractionating and anti-intellectual country, but not while We the people insistently inhabit pre-packaged ideologies of anti-thought and anti-reason.[23]

               Going forward, we must finally insist upon expanding the sovereignty of a newly courageous and newly virtuous[24] citizenry. In this immense task, basic changes will be needed at the microcosmic level, that is, at the society-shaping level of the individual human person.  Following the German Romantic poet Novalis’ idea that to become a human being is essentially an “art” (“Mensch werden ist eine Kinst“), the Swiss-German author/philosopher Hermann Hesse reminds us that every society is a cumulative expression of unique individuals. In this same regard, Swiss psychologist Carl G. Jung goes further, claiming, in The Undiscovered Self (1957), that every society represents “the sum total of individual souls seeking redemption.”[25]

               One again, as in earlier references to Sigmund Freud, the inherently “soft” variable of “soul” is suitably acknowledged.

               Looking to history and logic, it would be easy to conclude that the monumental task of intellectual and moral reconstruction lies far beyond our normal American capacities. Nonetheless, to accede to such a relentlessly fatalistic conclusion would be tantamount to an irremediable collective surrender. This could be unconscionable. Far better that the citizens of a sorely imperiled United States (1) grasp for any still-residual sources of national and international unity; and (2) exploit this universal font for national and international survival.

               We have been considering the effects of an “unphilosophical spirit which knows nothing and wants to know nothing of truth.”[26] During the past several years, huge and unhidden efforts have been mounted to question the “cost-effectiveness” of an American college education. These often-shallow efforts ignore that the core value of a university degree lies not in its projected purchasing power, but in disciplined learning for its own sake. When young people are asked to calculate the value of such a degree in solely commercial terms, which is the case today, they are being asked to ignore both the special pleasures of a serious education (e.g., literature, history, art, music, philosophy, etc.) and the cumulative benefits of authentic learning.

               The core problem of U.S, decline is less that its people don’t know what is true than that they don’t want to know what is true. Even now, even when the risks of a nuclear war are rising over intersecting crises in the Ukraine and North Korea, America’s citizens remain too easily charmed by their suffocating national politics of gibberish and chicanery. To finally rescue this declining American democracy from a population that insists upon its own collective defilement, We the people will require nurturance by a suitably philosophical spirit. Recalling the philosopher Karl Jaspers,[27] it is a spirit that openly rejects any witting destruction of American education and intellect by always-ubiquitous forces of anti-reason.[28]

               “Seditious conspiracy” is not just a matter of US criminal law and jurisprudence. It describes what happens whenever an “unphilosophical spirit” is allowed to displace core human obligations of intellect and mind. Now looking ahead to a more expressly chaotic world of nuclear proliferation and genocidal threats, such an allowance could no longer be accepted as tolerable. At one time or another, it would prove insufferably lethal.
