INTRODUCTION

Noumenal Monarchy‘ – a conceptual framework - inspires and intends the strategic transformation of systemic inter- | societal noumenal governance and institutionalization as transitional orchestration and transnational discourse coordination for evolutionary societal and civilizational future development. It facilitates the transformation and vertically elevating equilibration from entropy to centropy, from anthropocene to noocene, from Homo Sapiens to Homo Genesis: the decisive ruler especially in the world of societies, their states and world order.

Therefore ‚Noumenal Monarchy‘ [ NM ] is the governance related induction of principles / paradigms of the Homo Genesis conception*, the Homo Genesis as future decisive, evolutionary, transformative representative and noumenal power agent, facilitating authority of civilizational development and contribution to cosmogenesis.

DEFINITION

- Noumenal NM is the transformative, evolutionarily developing application of governance and governmental designs, particularly in analogy to private corporations and specifically with regard to the functions of the supervisory board. NM describes the cross-party representation of respective societies and their noumenal legitimizing connection to state governance: the (re)generation of societal sovereignty.

- NM is the systemic-societal integration of noumenal worlds and categories of thought into the prevailing forms of state and government, as well as their equilibration with respective phenomenological governmental functions. The societal determination and specific actualization of state objectives are central to noumenal legitimacy and sovereignty.

- NM is human and society centric in establishing, institutionalizing, and facilitating an ongoing discourse not only in the areas of monitoring the rule of law and the separation of powers, as well as processes of distributive justice, but above all in proactively shaping future-oriented development and decision-making processes to ensure the continuous, humane improvement and refinement of statecraft. This is considered a central principle, especially in international relations.

- NM is therefore an essential transformation of (inter-) state leadership, based on integrity, open discourse, especially in the sense of a priori processes of reflection and research, relating to "truth" and "correctness," as well as future viability according to universal principles of thought and, above all, noumenal, qualifying legitimacy.

- NM describes key positions of neutral and independent moderation and mediation, reconnecting state founders / societies and statecraft, cognitive understanding and day-to-day political action, short-term interests and long-term, effective, strategic coherence, and transparency in decision-making. At its core is the innovation of all political, particularly international policy development, that is aligned with the goals of both people and the state: specifically through the vertical reconnection of metaphysical-cognitive and physical-material reality for societies and states – concerting transcendence and governance.

- NM is the institutionalized condition and prerequisite of multilateral and multiplex international relations, not only in the sense of coexistence, but as coordination and guarantee of free and peaceful spaces for people and markets for the co-creative, constructive cooperation of individuals, societies and states – as well as their (preemptive) conflict transformation.

FUNCTION

- NM offers the basis for the evolutionary transformation of civilizations and human development processes – ‘Homo Genesis’ – for adapting the respective social contract in a way that is appropriate for human beings and the future, for re-establishing societies as determinants of statehood, and for revitalizing the social spirit in state politics and spiritualizing state life according to the will of society – and thus…

- to understand state functions of governance as conditions of administrative / coordinating service and to consistently shape them according to the minimum necessary standard,

- to fully and truly legitimize respective state power primarily through the determination of noumenal discourse processes and will formation; therefore, ‘Homo Genesis’ as a proactively shaping individual is at the center of future-shaping processes of discovery and decision-making in societies. And therefore the ‘Noumenal Monarch’ is an independent, neutral integrator, facilitator, and representative – “the conductor of orchestration.”

- NM prioritizes the noumenality of social interaction and creates stability and continuity through the transparent and transpersonal dynamics of knowledge and decision-making, based on aristocratic (aristocracy: rule of the best) process refinement and growth of the social mindset. NM identifies, incorporates, and symbolizes peaceful potentials for change and transformation, including in relation to outdated autocracies and (semi-) democracies in decline or regressing into imperialist-feudalistic forms.

- NM is based on, or rather guarantees, the essential generation of substantial, noumenal sovereignty for a societal world (only secondarily for a world of states) and its emerging world order – especially in phases of crisis transformation. Following the political failure of the world of states to establish a sustainable world order, the development and definition of world orders for civilizations now depends primarily on intersocietal discourse, and in particular on understanding conflicts (preventively) as a transformative potential that fosters civilizational adequate development. The transnational collaboration of noumenal monarchies contains and generates the potential to transform expanding cultures of war and to guarantee civilizational futures.

CLASSIFICATION | REFLECTION

- 'Noumenal Monarchy' restores societies to their function of establishing statehood, particularly as the determining authority of governing.

- NM (re-)establishes cognitively and intellectually qualifying processes of legitimizing societal power.

- NM emancipates governance from state-ideological and historical traditions, which are obvious dead ends, and liberates governance to embrace non-linear, quantum-logical potentials for knowledge and action.

- NM dissolves the phenomenology of egocentric-nationalistic governing into the free, transpersonal responsibility of governance as a service to humanity.

- NM guarantees neutrality regarding individual transcendence while simultaneously preserving the crucial supremacy of metaphysics in societal discourse.

- NM - in this way - does not process the "objective norm" or absolutist normativity (the absolute can only exist in the inner world of the individual), but rather the highest possible establishment of justice as a respective consequence of noumenal-monarchical governance. This governance primarily facilitates the liberating process of exiting the systemically blocking immanence of globally phenomenological-material, egocentric governing: NM organizes the reset of society to its historical and legitimizing function as the founder of statehood, insofar as it (still) deems this necessary.

- NM first integrates the noumenal normativity of universal laws of thought in order to meaningfully balance this with the specific requirements of real-world government. The consciousness and being of noumenal governance—independent of material and technological elite power—generate intelligent power and free processes of shaping the present, in which the a priori shaping of the future is simultaneously represented and socially legitimized.

- NM governs from a place of universality, not with a claim to global validity or messianic salvation, but with substantial respect and full responsibility for the development of the individual, transpersonal, socially equilibrating self and its free unfolding.

- NM relies on inspiring and persuasive power generation and thus comprehensive noumenal, qualitative legitimation—in addition to the classical methods of quantitative legitimation. Therefore, especially any form of violence, including psychologically mediated violence, is fundamentally (to be) excluded and only conditionally permissible and legitimate in the case of defending the factual space of societal freedoms.

- A world order based on this principle and its determinants of noumenal deduction is to be achieved through intersocietal and interstate processes. In this context, the state, as the traditional agent of international processes, is, due to historical failures (a relapse into imperialist-feudalistic and dominance-based politics), decidedly a subordinate service provider for societal will formation. The 'Noumenal Monarch' is the balancing and coordinating agent of noumenally determined, adequate external spaces of freedom and their further development.

- NM requires the appropriate personality of a transpersonal Monarch, a noumenally predestined leadership personality in the sense of Homo Genesis, authentic, honest, and vertically equilibrating (also to resolve the principal-system-agent dilemma): Above and below are to be recognized as heaven and earth, accordingly the differences in human development, their individual constellations and capacities are to be acknowledged for a highly qualifying mutual potential for learning and growth. To energize these centropic, collaboratively balancing processes—both vertically and horizontally—is the central leadership task of the 'Noumenal Monarch'.

- The 'Noumenal Monarch' is first and foremost a representative of the respective society / civilization. The process of their appointment can be based on a senate comprised of qualified key players from the societies' fields of culture, science, economy, politics ...
